Just to clarify:

Are you talking about the advertisements that are now being peddled using
the Windows Messenger Service (not to be confused with the MSN Messenger
chat program)?  Advertisers have found a way to exploit this "feature" of
Windows 2000 and XP, a feature that is enabled on the machine by default.
It is a service that was originally designed for network broadcast messages.

I'm afraid those can only be disabled on the client-side, at least as far as
I know.
