There are a number of issues here all of which are discussed at
http://ca.php.net/manual/en/features.file-upload.php

Two gotchas
1. If you are using a unix box you must set the correct file permissions.

2. In windows 2000 (and I think XP), the person uploading must set the
correct permissions in the folder containing the photo that needs to be
uploaded you will have to tell them how to do this in your help file.

I can send you some code if you want, but you will find that you will have
to tweak it to suit your environment. Nearly all the issues are covered in
the contributor notes at the above reference, and most of the code you need
is also there.
