one click does two events.. how?

I want to have a RealAudio stream start and a small window open at the click
of one hyperlink.  Here is the URL for a sample.

http://king.org/window2.html    (this window itself has some html
sloppiness... but that is a LONG story!)

Since this window will refresh with updated radio station music programming
information every 8 minutes or so I can't have the RealAudio stream be an
onload function.   I also can not use an embedded player for the same
reason.

So.... could anyone share ideas on how to do this?  Like a CGI that would
always open this mini window and start the stream?
