Shopping cart security

Can someone explain the logistics of shopping cart security?  If I make a
shopping cart in some sort of software (or write it in asp).  Does that site
have to be hosted on an SSL server.  In other words,  does the shopping cart
piece call for the security (entering credit card info) or does that piece
get handled by the Internet merchant account by the Bank (and therefore they
provide the SSL server).
