Image pre-load problem

I'm trying out a new navigation scheme in the site www.celtic-web.co.uk. the
site is frames based and on my first page the navigation buttons are in a
file www.celtic-web.co.uk/indexsidenav.htm which contains the scripts.

The buttons are supposed to have a mouseover effect, and the images for
these are supposed to be pre-loaded. I don't think this is working
properly - it seems to take a couple of seconds before the mouseover kicks
in.

Would appreciate it if someone could have a look and give me an opinion.

The script was generated by Hot Metal Pro - tech support at Softquad say the
code is perfect but I'm convinced something is wrong.
