Although this is not my area of expertise either on the occasions I have
needed a custom font (or rather custom characters in a font) I've used
CorelDraw. The first version I used for it was 5 so I would say pretty well
all versions support it. It doesnt allow you to add any font metrics and is
pretty limited and laborious to produce a complete font set but it does work
and is extremely handy...
