Actually, when you go to reply to an email that is HTML formatted, you can
go to "Format-Plain Text" (in the reply window) to change the email to plain
text before typing your response and sending.

| On my system (Outlook 2000), this has no effect when replying to a
| received HTML message. If I hit the "Reply" button, the incoming
| message is dumped into my outgoing message area as HTML and my message
| will be sent out in HTML format. Even if I set the options to *not*
| include the incoming message, the outgoing message is *still* in HTML.
| In either case, I need to open the "Format" menu and choose the "Plain
| Text" option. That converts the original message to plain text too of
| course, which is no big deal because there's not much point in
| transmitting all that HTML stuff back to the original sender anyway.
