It's some sort of cgi "encrypting" script.
NoteTab and I stripped most of the ASCII characters from the code produced via the "View"
menu in IE 5.5
You can see a text file containing what turns out to be a disclaimer for the cgi script at

The # symbol is commonly called the 'pound' or 'number' sign.
It's actual name is an octothorpe.
