At the risk of belaboring the obvious, the only elements that can be
contained within a table are certain table-elements, such at TR.

What is being done in the code snippet is misusing HTML in such a way that
a certain browser (or at least a certain version on a certain platform)
just happens to handle its ~do the best we can in spite of the author~
error recovery the way you want it displayed. And maybe, just maybe, you'll
find another browser that (for the version and platform selected) does
things the same way. Perhaps, just maybe, future versions of that same
browser will do the same thing. Perhaps.

Better, by a long stretch, to actually look at the errant HTML, remove the
ALIGN=LEFT that is hardly contributing to the solution, and proceed from
there.
