Perl will run quite nicely on Windows. The ActiveState distribution
(http://www.activestate.com) is likely your best choice.

While it is true that toy versions of Windows (95 and 98) are limited in
capabilities, including their 16-bit nature in places where it really
matters, you'll still find Perl extremely capable, and certainly in
situations such as you describe.
