Why yes, in fact this technique can be found at
http://www.htmlgoodies.com/beyond/transition2.html. Unfortunately, this
effect can only be seen in Internet Explorer 4.0+. In fact, I put the
effects on my pages that I'm currently still coding. You're correct in
noting the META tags up at the top. Those are what is causing the effect.
