There is no "correct" answer to this question. But in
my mind a web designer design the inetrface in
graphics programs and on paper, then hands it over the
the HTML coder to tanslate into HTML.
But the designer may help in this process by cutting
up the graphics. But most work places require that the
designer also be able to do HTML. Also if a designer
only wants a position where s/he will only be required
to graphics (and nothing else) this person either has
to be very very good at graphics and/or needs to look
for work in a big compnay where ppl can specilaise so
much.
A Web developer however is the term (in OZ atleast)
used to describe the web programmer who handles ASP,
Javascript etc...
