That's very strict. If I want a Danish .dk domain, then I simply order it, and 
sign a release form that states that I do not infringe on others' rights. It usually 
takes 3-4 days, and then the domain is up and running.

That may well be why Denmark, with its 5.2 mill. inhabitants, has well over 
100,000 top level domains.
