Doesn't rule out PDF. If they can use Word, 
Wordperfect, or some other similarly-capable word 
processor, and get Adobe Acrobat, they can change 
their content in the wordprocessing file and generate a 
PDF from that.

They could also produce HTML from the same 
document, although I wouldn't particularly recommend it.

Once it's in HTML format, I'd guess it could be emailed, 
but that's not an area that I know anything about.
