Sorry, not a CSS wiz. Personally, I'd browser sniff and 
(probably) come up with a CSS sheet specific to 
NS4.x. IIRC, there's a trick (that uses no browser 
sniffing!) you can use in the head of your HTML file that 
makes newer browsers load the CSS you intend for 
them and NS4.x to load the CSS you intend for it, but I 
don't remember what it is. I believe it's been posted to 
this list relatively recently, maybe the archives have it.
