Not easily. There's a Linux boot floppy you can use to 
change the passwords of any WIndows NT/XP user 
account, including the administrator account, but it 
leaves traces and the first time a tech needed to do 
anything with the administrator account, they'd find out 
and (depending on their company policy) fire her or 
otherwise get her in trouble.

Why not just ask to have the program installed on her 
PC? Or maybe she can make a case for having 
administrator rights on her PC ...
