Tables sizes - percentages of pixels?

Firstly, thanks to those who answered my last posting on 
usernames/passwords on protected areas.

My next query concerns tables, specifically tables in tables.

To control the layout of my page, a contact form, I am using 3 
tables, and within those tables I have some sub-tables.

My large table is measured out in pixel sizes, but for the sub-
tables the pixel sizes aren't working and are moving my columns, 
but the sizes in percentages keep everything nice and lined up.

My understanding is that percentages don't work with Netscape, so 
I need to use pixels, but can someone please take a look and see 
where I've gone wrong.

Thanks.  I've left the borders in and taken out the images for speed.
