Have him check around for local computer security 
firms.

His computer may have been hacked while online, and 
whatever an intruder did to it is still in effect, even when 
offline. Not going to try to guess what he means by a 
"dump and reload" - simply shutting down and rebooting 
won't necessarily clear out whatever an attacker might 
have done.
