I just meant you could do your development/testing of 
PHPNuke or Postnuke on one of your own computers, 
until you were confident enough of your configuration 
etc to put it on a production server. Doesn't have to be 
a Windows computer - you could use your UNIX box, or 
even run a PHP environment on a Mac, I suppose, or 
any system that has a version of PHP for it.
