Netscape 4 takes a somewhat loose and easy attitude to frame sizes.
Apparently it internally converts all pixel widths and heights to
percentages and rounds it off to the nearest percent. This is infuriating.
Ultimately this means you can't depend on frames to line up pixel perfect
in Netscape. Any time you need a line to continue across frames you should
cut the page up such that a few pixels of wiggle room is available. This
means only have horizontal lines crossing vertical frames, and only
vertical lines crossing horizontal frames.
