While the discussion is concerned with the technicalities, best you step
back a bit and look at the larger picture.
Use of an .edu TLD by a non-university web server in the USA, can get the
systems administrator and the university in deep trouble. The misuse of
the .edu TLD, when used by a non-university server violates the ICANN
agreement. There already is animosity between those wanting to do
something vs those who control the university servers. If you run a pirate
operation with a .edu TLD be prepared for someone to anonymously turn you in.
Another responder from Australia offered some advice. Having lived in Oz I
can tell you that use of the .edu.au TLD domain by a non-university server
in that country actually violates the 1997 Telecommunications
Act. Penalties for violating that act include fines of $1 million per day
per violation, against the individual administrators as ell as the university.
With the current political climate right now, I would suggest you approach
the powers that be within the university with what you want to do and
explain to them how certain members controlling the university servers are
less than helpful. If you and/or the department strike out on your own
with a non-university server, you run a risk far greater than just bruised
egos.
