If you have Dreamweaver available (or the time to download the demo) the
Word conversion tool works fairly well. You'll still wind up rooting around
by hand, but DW will make it a little less painful.
For updates you could use something like Movable Type. MT is very flexible
and with a little creativity it's not hard to set up templates that avoid
the standard weblog format. This would make updating easy and also provide
a browser based interface for remote editing.

Rather than a frame you could use SSI or PHP to include the static
elements. This would have the same timesaving and maintenance advantages of
frames, without any of the drawbacks.
