You've got the wrong idea about tracing images. It's there to allow a
graphic designer to set everything out in Photoshop or similar, and then copy
the layout using layers in Dreamweaver. Use the background command Modify >
Page Properties to do what you want.
i'd also suggest that you read the manual. Better still, if you're feeling
rich, buy "The Dreamweaver 3 Bible". It's one I'd definitely get if I could
afford it :-)
