Is there a way, with CSS, to define a maximum text width for a column of
text without affecting the minimum width? I can't find one.

This is because when lines of text get too long, it begins to impair our
ability to find the start of the next line.  There is a natural ceiling at
which you should aim when designing columns of text.  It's a line length of
about 100 characters, I believe (please correct me if I'm wrong).

Fixing the width of your text columns can aid your visitors significantly.

I get severely irritated when I visit a page at 1600*1200 and am confronted
with a column of text that has expanded to something like 1500 pixels wide!

Designing a page that looks good on all resolutions is a case of
intelligent, mature design techniques.
