AxKit, Mason, embperl and Apache::ASP are good choices too, see the link
below for pros and cons

I am currently deciding which one to use as I am looking for a solution
that uses Perl rather than learning a new scripting language (i.e. PHP).
Although I do agree PHP is worth looking at.

Of course, most of them require Apache and ModPerl.

An adendum to that message: I recommend you use PHP over CGI for form
processing. Just my opinion, but I feel it's a good one :o)

I would like to offer a bit of advice to all of the young web designers
just
starting out.

All websites, no matter how small, are owned by people that are
serious
about their business. If you see a form or shopping cart that you
find
interesting please don't "test" it with false orders. These websites
are
"real" and their owners deserve our respect and professional courtesy.

There are many "open source" sites out there where you can search for
programs and many of them have demos for you to test. Or you can
contact
the webmaster of a site and ask about any programs you find
interesting.
