Please critique demo site (commercial)

This is a site in progress, only dummy pages.

With these things in mind:
1. It is directed to certain government agencies, not the public
2. Should be simple, straight-forward, professional
3. Info on home page is required (because these agencies want to know those
SIC codes right away)
4. Much of it is dummy info now, but the 5 blue diamonds are the company logo.

I am interested in comments on:
1. Does it meet requirement number 2 above?
2. Does the design work? Is the design too boring?
3. Does home page load quickly enough?
4. Do colors dither?
5. System you are using.
6. Any other suggestions appreciated.

There is one animated gif (the company logo--I couldn't resist), but it
doesn't loop. JavaScript is used for mouseovers.
