Its simple logic. HTML is too loose a spec to be a base for a document
intended for many different platforms. XML tightens things up, and provides
a markup as easy to use as HTML (almost), yet with provision for
standardization that HTML can't match.
Essentially, standardized, non-proprietary document markup.
