Welcome to HWG
I will try to address a couple of your questions. I too have decided to
evolve my current work into a web development career, but at the age of 39.
I am a technical instructor for a large government owned facility, and am
trying to break into the computer side of training. I think there are many
of us out here trying to convert to a IT type career.
I started developing a personal e-commerce site about 3years ago using
FrontPage. It's a great little program until you realize that not everybody
is seeing what you are! I felt that it was important to know the basics so
I could make my pages accessible to everyone. Additionally, most current
companies looking for web developers are looking for folks that can hand
code.

The Intro to HTML4.0 class is taught by Ann Navarro. I took part of this
class back in December and couldn't finish. I re-registered and am
completing the course right now. I am learning little things that I had
heard of, or have seen others use, but now can apply them myself. Her book
is pretty good as well. She Co-authored the book used during the class.
I just completed the Web Graphics class and found it also to be very good.
I think you will be pleased with the HWG classes and instructors.
As far as the rest of your questions - I will let some more experienced
developers remark on them. I find your last question to be similar in
nature to one of my nagging questions...
