Does Tag Order Make a Difference

Hi.

Does anyone know if the order in which tags are used makes a difference?

I know they have to be closed in the order in which they are opened, but
does it matter which one is first?

A simple example is "bold" and "underline"....

A different example (and one that's on a page I inherited) is the "bold" and
the "a href" tag.

My natural instinct would be to have the "a href" tag first, then the "bold"
tag. But this page is set up with the "bold" tag first.

Does that make a difference?
