I hate to sound like I'm plugging our own CMS, because I am a bit, but =
it
sounds like it could be suitable for you. The question is do you want to
worry about installing the CMS on your servers (can be a headache) or =
would
you rather just deal with the design of your site etc.
We have a CMS that has existed for 5 years now and has proved to be =
quite
stable and most importantly extendable. We have just recently released a
version for Developers to use with their clients independently. It =
enables
you to upload your own templates, manage your own resource files, and =
setup
user/group accounts. Best of all it's free if you host with us. Plus
customized modules can be added any time at your request (such as News
Archive, Mailing List, Discussion Boards, and Chat Facility etc.)
This version is currently in Beta, however we would love to get initial =
user
feedback and in particular talk to designers about improvements.
It definitely allows the designer/developer to make the most profit from =
a
project.
If you're interested in it let me know and I'll send you some more
information, I don't want to litter the list with advertisements etc.

Sane advice above, surprisingly from a fellow aussie ;)
If you fail to find a CMS that suits your needs, get yourself a tailor
made solution, the money you spend on having one made will quickly come =
back
simply by not having to hack someone elses solution.
Stay clear of phpNuke, postNuke as these are packaged disasters.
