Just a quick glance without a lot of detail...
Mozilla 1.4a+ (nightly) on Windows 2KSP3 with a browser window of 
about 1000x1000, 32bit colour and a LAN connection.

a) It's a bit disorienting that your front page is predominantly navy 
(which I quite like) but the rest of them have a white background.  I 
would take one background colour and stick with it all the way 
through.
b) I'm not sure that I like the 'bevelling' effect on the About and 
Contact pages.  They just seem a bit tacky to me.  If you feel that 
you need something to highlight an area, then why not change the 
background colour using CSS with a:hover?
c) On the Student Services link, you may want to make the border of 
the enrollment table invisible.  I feel that it adds to the 
intimidation of an already complicated-looking form.

Other than that, I like the colour scheme and it seems like a nice 
site.

Um, will <td style="vertical-align: top;"> not work (or the 
equivalent using a class)?  I don't usually validate to Strict so I 
don't know if this will work or not.
